Recently, uncertainties in natural disasters caused by climate change are increasing in Korea, and limitations of existing disaster prevention measures are emerging in extreme types such as localized torrential rains and droughts. As a result, there is an urgent need to establish an early warning system as a way to minimize damage by securing golden time centered on the vulnerable.

MUHANIT Co., Ltd. has been actively carrying out early warning systems for disaster-risk areas since 2020, and heard from Director Kim Jung-soo (Director of ICT AI Project), who leads the early warning system construction project, which has become the company's main business.

Q. How long have you carried out the Early Warning Management System?

Q. Were there any difficulties while performing?

It was very different from the system development project that we have carried out so far. The skills needed for development were basic, and I had to approach unfamiliar areas such as water resources, instrumentation, communication, network, and flooding algorithm application.  

For example, CCTV footage should be shown in our system, but network-linked solutions are needed to connect the private network and the administrative network, and existing projects such as VMS license purchase used infrastructure to local governments. These cases are different for each local government, and there are many additional costs. Now, when you start a business, you look at the infrastructure first.

Q. Our company's early warning system construction project has become the main focus in a short time. How do you feel?

At first, the suggestion was whether it was possible to develop a monitoring system that could collect IoT measurement information without sales. It was a measuring instrument in Edo Co., Ltd. At that time, I had experience in developing smart big boards among the disaster risk prediction and warning system construction projects, so it was not difficult and I decided to do it together.

The following year, we started an early warning system construction project that combines our smart big board technology and instrumentation information collection technology. Fortunately, it has emerged as a major business by winning consecutive orders for local government projects such as Miryang-city and Sangju-city.

However, due to the decision that it should not be viewed as a general service, 'Aimaps-EWMS v1.0', an integrated disaster early warning management system, has obtained the first grade of GS (Good Software) certification from the Korea Information and Communication Technology Association (TTA) and is waiting for registration.

In addition, we are trying to establish a system to minimize damage to residents in the event of a disaster, rather than seeing the early warning system as a simple system development while registering the measurement industry.

Our company is laying the foundation for integrated solutions to disaster situations, such as "Early Warning System Construction Project" of local governments, "Early Warning System Construction Project" of 16 cities and counties in Gangwon-do, and "Digital Twin-based Urban Flood Response Project" that predicts and responds to urban flooding through artificial intelligence, big data, and water analysis.

Q. Lastly, what is your goal?

The rainy season in 2022 has a phenomenon of heavy rain locally. In particular, the dangerous earth we introduced is always looking at if there is a rain forecast. How much rain it rained, whether there is any problem with the measurement information, etc. I hope everyone is safe from the rain.
